MINUTES OF THE BENNINGTON COMMUNITY ANNUAL MEETING
Wednesday March 12, 2003
Meeting called to order at 7:30 p.m.
Board members present: Wanda Harich, Jason Estock, Steve Bentley, Norm Sugar, David Morton, and Geovanny Fallas.
David Lorms- out of town. Nate Dietrich- recently resigned due to increased work commitments.
TREASURER'S REPORT (Jason Estock- acting):
- Arrears are $31,892. 15 houses were sent to the attorney for collection.
- ~$172,200 in total assets, spread between reserves, CDs, active savings account, checking account (~$47,000 used for paying subcontractors, etc.)
- Treasurer is hoping to enact more orderly and accountable way of accessing financial files. (Resident complained that request to view financial information was ignored- treasurer acknowledged that he was working to make things better and asked her to make an appointment to see the files)
- Looking into long-term improvement plan for reserves. Ideas include improved drainage systems, better lighting, safety patrol, appearance, walking path.
CHAIRPERSON REPORT:
- ARC - Maggie Gifford
- New chairperson this year
- Committee will be sending out letter by April 15
- ARC is intending to follow through with enforcement this year
- Reminder to residents to call with any questions, concerns, complaints
- Urban Growth-Linda Gore (with Bobby Fireovid)
- Informs community of area development issues that may affect Bennington
- Casey Tract - land on opposite side of railroad has been main debate for years. City residents have influenced Gaithersburg to reconsider plans for this and for master plans. Board does not take specific position except to encourage roads/schools be in place before development begins and hoping to avert a light rail yard installation
- Pool- Tony DeLisi
- Community Pool Service will manage again this year. Number will be posted for residents to call with complaints
- Looking into pool cover for safety and pool longevity
- Hours: during school M-F 3:30-7:30 S-S 11-7:30/summer M-F&Sun 11-8, Sat 11-10
- Swim Team- Robin Blauser
- New Name- Stingrays with new swimsuit; new fundraiser- asking residents to patronize and corporate sponsors. Need many volunteers.
- Parking - Jill Miller Chair/Norm Sugar Board Liaison
- History- formed last year at Annual Meeting, met several times, conducted neighborhood survey. 108 residents responded- 86 voted for some form of reserved parking.
- Committee recommended to the Board 1 reserved space close to home and 1 nonexclusive space in Bennington.
- Board discussed at length and decided on 2 reserved per house as close as possible. 75% of homeowners must vote for this to change Bylaws.
- If no vote, Board may issue permits (2 per house)
- City to issue Bennington residents reserved permits to park on Longdraft
- Resident concerns: some wanted to vote for permits tonight, concern about easement, repaint lines, survey did not include no change option, swim meets.
- Communications - Greg Mott
- Begun Crier again recently- will continue bi-monthly, welcomes submissions
- Website needs updating, Joan Falcao will work with Administrator
- Landscaping - Wanda Harich
- Lawn Ranger takes care of grounds/ C&L Tree cares for trees
- Planted 2 River Birch trees in honor of Mel Karlinsky on Parcel K
- Hope to replace more trees this year- looking for backhoe operator volunteer
- Common Grounds- Lance Wright
- City enforces $500 fine for trash put out in excess of 24 hours prior to pickup
- Hazardous waste at the Transfer Station- oil, oil paint, batteries, mercury
- Welcoming -Lynn Zainfeld New
- Resident's Tea on 3/30/03 from 2-5pm
- Welcome packet contents- info about Bennington & Gaithersburg, mug, directory
VOTE
- Nominations - Wanda Harich, Jan Erickson, Massoud Ghaeedan, Norene Guilford
- Motion to accept all four nominees passes.
OLD BUSINESS
- Fence between Goodport Court and Pool
- Resident at 19 expressed concern about damage and safety risk of people walking on his property, asked Board to extend fence to his back fence
- Goodport Court resident complained about plans for stairs presented by court residents being ignored. Board said actual plans were never submitted, only an estimate and they believed the cost was too high.
- Board feels fence was a low cost solution to a safety risk.
NEW BUSINESS:
- Administrator's job: one week for resumes to be in before interviews.
