MINUTES OF THE BENNINGTON COMMUNITY BOARD MEETING
Tuesday June 10, 2003
I. Meeting called to order at 7:30
Board members present: Wanda Harich, Jason Estock, Dave Morton, David Lorms, Massoud Ghaeedan, Norene Guilford and Jan Erickson
II. General Comments
- Wanda announced there is a new baby girl in the community. Wanda believes the family lives at 22 Honey Brook Lane.
- Wanda also thanked the Board for her card and flowers.
III. Community Comments:
- Richard Parry from 1 Wade Court came to talk to the Board about the two pine trees which are encroaching on his property. It was determined that the trees are on Bennington common property. Norene Guilford made a motion that Bennington remove both trees behind 1 Wade Court; seconded by David Lorms. The motion passed unanimously. It was noted that this will be paid for with Landscaping emergency funds and that Ms. Utility will be called to mark the ground.
- New resident George Hack, from 38 Goodport Lane had a question about a tree that has been left behind his fence. Wanda said that she would take a look at it. He also asked about the tools in the community shed. Wanda will make a list of items in the shed that residents can borrow and give that list to Joan for the website.
- Linda Gore informed the Board that the trash can on Parcel K is overflowing. Carla will call B & B Refuse.
- Mrs. Santiago Velasco from 35 Goodport Court came to talk to the Board about their ARC violation and asked the Board for an extension. The Board decided to move the completion date to August 1, 2003. It was explained to Mrs. Velasco that if it looks like that date is not feasible, to notify the administrative office.
- Robert Fireovid apologized. He realized that the area that he had suggested we have a clean up day for had already been cleaned up. He also wanted to thank the Board for the letter to Mayor Sidney Katz and City Council. Robert also asked about the high bar addition to the playground and was told that it will be in the mix for next years budget.
- Tim and Una Anderson from 1 Honey Brook Lane sent an email to the Board with two related concerns. The first involves the parking in front of their house and the impact that changing the 1 ½ spaces in front of their home to a visitor parking space would have on their ability to park directly in front of their house. This change would be the result of a preliminary proposal showing a map of parking spaces for Bennington. However, this proposed map from the City is to be disregarded. The community still needs to vote on the parking issue. The second issue involves the plan to remove one parking space on Honey Brook Lane and add an island with a street light. The Anderson's are already unhappy with the streetlights added by the City of Gaithersburg and the removal of the small light posts in front of each house. It should be explained to the Andersons that the City has decided that the additional light is necessary for safety reasons and Bennington is adding the island to hold the lamp post. Wanda has suggested that the island and the new light be installed in between 9 and 11 Honey Brook Lane. There is a large tree there that would block some of the light shining on the houses. In addition, the City could put up shades on the lights to reduce the glare shining into resident's windows. Carla is to respond to the Anderson's email.
IV. Formally Close Community Comments
V. Approval of Minutes:
- There is an item that needs to be added under New Business in the minutes for May 15th, 2003. It needs to added that Jason Estock will be appointed the first Parliamentarian
- Motion made to approve the minutes for May 15th, 2003. Motion passed.
VI. Treasurer's Report (Jason Estock):
- Quick Books is not on the computer so there is no budget compared to plan report.
- Arrears - $22,494.00 (previous arrears $30,783.69)
- Carla brought up the concern of some residents regarding the process of collecting late HOA fees. Jason suggested that as the finance committee comes on board, it will address issues such as late HOA fees and ways to inform residents.
- David Lorms asked the Board to think about any recommendations they may have for two residents to be appointed to the Finance Committee.
- Jason announced that our State Farm Representative Stephan Hoyt will attend our Work Session Meeting on June 24th at 7:00pm
VII. COMMITTEE REPORTS
- URBAN GROWTH COMMITTEE
- Linda Gore and Robert Fireovid will send out an email concerning issues involving property near Bennington. One involves the lawsuit concerning the Casey Tract Metropolitan Grove. The other involves the General Master Plan for the City of Gaithersburg. In the Plan, one of locations being considered for a new rail yard is very close to Bennington. Linda is requesting that the Board draft up a letter going on record that we (Bennington) would like this location removed from the Master Plan. She is also requesting that someone from the Board read this letter at the Public Hearing on the 21st of July. Linda would also like an information meeting for the Residents of Bennington on the 15th of July. City Council Member Anne Somerset from the planning commission would be willing to attend this meeting. Linda will get Carla the draft of the letter and the information for the flyer.
- LANDSCAPING COMMITTEE
- Wanda would like to send out a flyer to the community about a Good Neighbor Day. Specifically targeting 13 Oak Shade, 19 and 21 Goodport Lane. David Lorms suggested that we also consider some residents who really cannot do the work in their yard. (Because of age or illness)
- FINANCE COMMITTEE
- Finance Committee has not met. They are still looking for members.
- CLUBHOUSE COMMITTEE
- They need people on the committee. Kerry, the chairperson, is pretty much doing everything herself.
- ARC COMMITTEE
- 2ND Walk-thru is about to begin.
- SWIM TEAM COMMITTEE
- Practice has started
- The Team has acquired a laptop (The committee has been to training), a grill and a new printer.
- The first swim meet will be on June 21, 2003.
- Complaints have been made about some kids hanging around the pool and using foul language. It has been recommended that Tony Delisi talk with the guards at the pool and make sure that they enforce our policies.
- COMMUNICATIONS COMMITTEE
- Norene will talk to Gregg Mott about the Crier.
VIII. OLD BUSINESS
- A Flyer is going out to the community giving the residents information about the concrete work being done on the common sidewalks and steps by Branch Construction.
- A motion was made for Branch Construction to do the concrete work for the proposed island on Honey Brook Lane and the storm drain near Honey Brook Circle. The motion passed unanimously. Wanda will ask Branch Construction to break down the prices. Wanda will apply for the matching grant from the City of Gaithersburg.
- Lynn Zainfield is getting together the community yard sale.
- Administrator position discussion is tabled until the work session.
- No Dumping signs will go up on the corner of Ramsdell Terrace and Ramsdell Court. Carla made a flyer to go out to the residents on Ramsdell Terrace and parts of Ramsdell Court. The flyer re-iterated the trash laws for the City of Gaithersburg and the dates of trash pick-up.
- The drain behind 13 Ramsdell Court is overflowing and water is draining into their yard. Wanda and Norene will go and investigate.
- Carla talked to Norm Sugar about the parking letter. The Board would like the letters out asap. Norene will make all 295 copies of the letter and get them to Carla who will in turn get them to Norm.
IX. NEW BUSINESS
- Automatic withdrawal of quarterly dues. Jason drafted an email to Sandy Spring Bank about giving us a break towards the price of Bennington using the automatic withdrawal system. He had not received a response yet.
