MINUTES OF THE BENNINGTON COMMUNITY BOARD MEETING
Tuesday, October 26, 2004
I. Meeting called to order at 7:35 pm
Board members present: Wanda Harich, Robin Palmer, Norene Guilford, Geovanny Fallas, Joan Falcao, David Lorms, and Peter Marzea.

III. Community Comments
- Carol Storm and Leslie Shapiro, residents from Longdraft Road came to discuss the proposed letter to the City of Gaithersburg regarding permit parking in front of the 5 townhouses on Longdraft Road. Both women fully support the letter and would like to have the permit parking for 24 hours a day as opposed to restricted hours. Carole Storm thanked the Board for being proactive and helping them with their parking problems.
- Carol Storm thanked Wanda Harich, the rest of the Board and the Landscaping committee for taking care of the common area tree near her house.
- Peter Moskal from 10 Goodport Court commented about an article in the Crier referencing parking on Goodport Court.

V. Approval of Minutes:
- A motion is made to approve the minutes from the September 28, 2004 Board Meeting. Minutes are approved.
VI. Treasurer's Report (David Lorms):
- Revenue is on track and arrears are $34,000.00. This is $10,000 less than reported the same time last year.
- Concerning the budget, David is preparing the draft budget for the Board to look at during the upcoming work session. organizing the budget on paper so it will more easily understood and placing line items where they make more sense will be discussed.
- The less than $7,000 that the community was in the arrears at the end of September is most likely the lowest in at least a decade.
- David thanked the committee representatives who sent in their proposed budgets.
VII. COMMITTEE REPORTS
- URBAN GROWTH COMMITTEE
- Regarding the joint hearing between Casey and the Gaithersburg City Planning Commission meeting on the 18th of October, Robert Fireovid reported that no one from Gaithersburg spoke in favor of the proposed plan.
- Linda Gore asked Robert to inform the Board that she did speak with Mark Dupoe (Planning department with the City of Gaithersburg) after the meeting and he told her that the City would probably really start to look at the plan that was submitted later in this calendar year.
- Robert said that there is a plan to widen Longdraft Road all the way up to Quince orchard Road. Residents on Longdraft are fighting that plan.
- CLUBHOUSE COMMITTEE
- When the clubhouse committee met to discuss the budget, they decided there should be some changes made to the rules. One of the suggestions would be to increase the deposit to $100.00. Stricter rules concerning noise will be added as well as a no alcohol rule. The times when an event must be over will also be added to the rules. (Sunday -Thursday 11:00pm and Friday - Saturday 12:00am) The Board will discuss the changes further at the next work session.
- David Lorms suggested that when the rules are all finalized, the Board needs to let the houses surrounding the clubhouse know about the changes and that those neighbors need to let us know when there is a problem.
- Norene Guilford also suggested that when a resident returns the key to a clubhouse committee person, they also return the checklist that shows they have completed all of the necessary items.
- LANDSCAPE COMMITTEE
- Wanda Harich walked through the neighborhood with C&L Tree Service to check on the trees in the community. Trees were trimmed that were posing a problem. Wanda was informed that there are dead trees behind 14 and 16 Goodport Court. Wanda will determine whether or not the trees are on our property or the Corporate Center's.
- SWIM TEAM COMMITTEE
- Joan Falcao would like the Swim Team Committee to consider increasing the swim team fees for non-residents to participate on Bennington's swim team. She does not feel the Board should subsidize non-residents. Since the Board is contributing at least $4000.00 for 70 Bennington swimmers, Joan thinks a non-resident should pay about $55.00 more than a resident.
- Geovanny Fallas believes that next year we will not need so many outside swimmers to complete our team.
- PARKING COMMITTEE
- Wanda and Brett Palmer went around E. Darby Court and marked with chalk a tentative reserved parking plan.
- Peter Moskal asked if the 3 parking guidelines for the parking committee that were discussed at a previous meeting have been typed up. It will be added to the work session agenda.
VIII. NEW BUSINESS
- Budget- The budget will be discussed at the work session in two weeks. The proposed budget will then go out to the community 30 days before it will be voted on at the open board meeting in December. Norene suggested that we change the December work session to the 7th and the open Board meeting to the 14th of December.
- Joan will bring a copy of the Charrette created by the City of Gaithersburg to the next work session. This will help with long term planning for expenditures related to maintaining (and improving) our community.
- The letter from Michelle Ward from 9 Goodport Court regarding maintenance of the common area around parts of Goodport court and near the pool will be discussed at the work session since it is considered a budget issue.
IX. OLD BUSINESS
- Bookkeeper contract- David Lorms is almost finished with the revisions to the contract.
- Motion approved to order two Pick up after your Pet signs from the City of Gaithersburg. Motion approved.
